Can the Act of Looting be Justified?

When you get down to it, looting is stealing and stealing is wrong...does this mean that looting is wrong? After Hurricane Sandy, citizens have been taking items such as diapers, wipes, batteries, alcohol, Kit-Kat bars, and even big screen tv's. Because of the storm, stores are not open, meaning that the disaster victims are not able to purchase necessities. We can't help that everyone has everyday needs, but candy bars and flat screen tv's are not required to survive through a natural disaster. In order to get into the local businesses, looters are having to break in, causing damage to individuals' properties. All the cities that are suffering from Hurricane Sandy have plenty of damage costs as it is. Thieves breaking into buildings are not helping their cities recover. Even though looting can be helpful to some, it really just makes it harder to reestablish the towns and businesses.
